At the Greater Essex County D.S.B., we welcome all English Language Learners and their families. The Newcomer Reception Centre (NRC) provides our Board with one centralized location and method of assessing newcomer English Language Learners for our elementary and secondary panels. Our goal is to assess their current level of English language skills and make placement recommendations into appropriate programs.
 
We provide elementary English Second Language (ESL) and English Literacy Development (ELD) programs and offer ESL and ELD courses at the high school level.

Elementary School NRC Referral and Assessment Procedures
Before the Assessment:
-          Families arrive at their home school.
-          Home school registers the child
-          With parents/guardians permission, home school shares the registration information with the NRC, as well as informs them that an assessment is needed.
-          NRC staff member contacts the family to book a mutually convenient time for an assessment.
During the Assessment:
-          On day of the assessment, each family should arrive to the Newcomer Reception Centre at the previously agreed upon appointment time.
-          Family meets with the NRC Assessment Teacher
-          NRC Assessment Teacher will assess student's current level of English language proficiency and knowledge of mathematics
After the Assessment:
-          NRC Assessment Teacher determines the most suitable placement for each student.
-          Placement recommendations and rationale are discussed with each student's parents/guardians.
-          Individualized placement recommendations are communicated to school of registration and suggested procedures are followed.

Secondary School NRC Referral and Assessment Procedures
Before the Assessment:
-          Please contact the Newcomer Reception Centre to book an assessment appointment for your child/children.
-          Once the appointment has been booked, the NRC staff or an interpreter contact the family to confirm the date and the time of the assessment.
-          If necessary, arrangements for an interpreter to be present before/during/after the assessment are made.
During the Assessment:
-          On day of the assessment, family should arrive to the Newcomer Reception Centre at the previously arranged upon appointment time.
-          Each family will be received by the NRC Staff and the Assessment Teacher.
-          NRC Assessment Teacher conducts an intake interview with each student.
-          NRC Assessment Teacher will assess student's current level of English language proficiency and knowledge of mathematics
-          Secondary school pathway planning process is initiated at this time. Variety of courses choices and post-secondary destinations are discussed.
After the Assessment:
-          Based on the evidence (assessment results and transcripts), the NRC Assessment Teacher determines the most suitable program placement for each student.
-          Recommended placement provides each student with an opportunity to simultaneously, learn/improve their level of English language and literacy and meet the Ontario curriculum expectations.  
-          Placement recommendations and rationale are discussed with each student and his/her parents/guardians.
-          Individualized placement recommendations are communicated to school of registration and suggested procedures are followed.
 
Required Documents:
-          Passport, Permanent Resident Card, Landing Form or any other immigration document stating students status in Canada
-          Proof of age (Birth Certificate, Passport)
-          Immunization records
-          Proof of address
-          Prior education records, if available (Report Cards, Transcripts)
 
Newcomer Reception Centre provides newcomer families and students with a welcoming and supportive environment, an introduction to the Ontario school system, as well as a variety of programs and resources offer within our community.
