The Greater Essex County District School Board (GECDSB) has conducted a review of its Community Police Presence and Programs, which include High School Resource Officers (HSRO), Bullying, Relationships, Alcohol, Drugs (B-RAD for Grade 9) and Values, Influences and Peers (VIP for Grade 6). The review supports and echoes work being completed by justice, equity, inclusion and diversity groups and committees within our Board and our community and supports the Board’s broader commitment to bringing an equity lens to all its work and programming. 

Due to previous COVID-19 restrictions, the Community Police Programs were largely paused but some virtual programming was available to students during that time. In March 2022, the GECDSB chose to extend this pause to allow for a review of community policing programs in schools.

A number of stakeholders including students, parents/guardians, staff, teachers, police service members and community members were consulted during the review process. The review delivered findings and recommendations that will assist the Board in making appropriate policy decisions concerning all Community Police Programs.  

LogicalOutcomes, a non-profit consultancy specializing in program evaluation, strategic planning and stakeholder consultation, led this work. The review focused on programming goals, content, impact, and outcomes specific to the local context in Windsor-Essex County. Information was be collected through surveys, interviews, and focus groups.

 1. What is the GECDSB’s Community Police Programs review about?
The GECDSB is conducting a review of all police presence and programs in schools in order to assess their purpose and impact on students. Information gathered through the review will lead to recommendations that will assist the Board in making policy decisions regarding Community Police Programs. These programs include High School Resource Officers (HSRO), Bullying, Relationships, Alcohol, Drugs (B-RAD, Grade 9) and Values, Influences and Peers (VIP, Grade 6).  2. Why is the review taking place?
All GECDSB programs undergo periodic reviews and are updated to ensure they are meeting the needs of our students, staff and community members. The Community Police Programs (including High School Resource Officer and Values, Influences and Peers (VIP) programs) were largely paused due to COVID-19 restrictions, but some virtual programming was available to students during this time. In March 2022 the GECDSB chose to extend this pause to allow for a review of community policing programs in schools.
 3. Who will lead the review? 
LogicalOutcomes, a non-profit consultancy, will lead the review of Community Police Programs. LogicalOutcomes specializes in program evaluation, strategic planning and stakeholder consultation. LogicalOutcomes will supervise a student research team that will include 8-12 secondary students from GECDSB schools. This approach of youth engagement will ensure the review centres students as primary beneficiaries of the police program.
 4. Who will participate in the review? 
The review will actively engage several stakeholders including secondary students, student councils, parents/guardians, staff, teachers, local police services, community members, subject matter experts and GECDSB committees.
 5. How long will the review take?
The review was completed at the end of 2022.
 6. What will the GECDSB do after the review is completed?
The GECDSB will use the information and recommendations delivered through the review to make informed policy decisions about all Community Police Programs. 
 7. How can I participate in the review?
Staff, parents/guardians and community members will be invited to participate in a survey, which will be shared on the GECDSB website (publicboard.ca) and other communication channels in October. 

Students will also have opportunities to participate in focus groups and a survey. 

LogicalOutcomes will consult with the three police services in our communities, Board members, and other community groups through virtual interviews and group discussions.
